Of course. Geometry is universal. You may want to account for specifics on those other planets, but the CAD work is the same.
Start AutoCAD, call the command UNITS, press enter.

As you can see AutoCAD works in all scales including astronomical units.
Provided that your structure would withstand the environmental conditions of the planet where the structure would be based, you can indeed design it. Geometry is something universal.
Yes. Mars SG is 0.38 Earth. I can’t speak for weather personally.
So ACAD will work fine, but you allow for SG differences.

Question is a bit vague. But to put things in perspective, NASA’s website lists AutoCAD, AutoCAD LT, and AutoCAD Mechanical as software that they use, so I think you should be fine using AutoCAD for hypothetical Mars structures.
