Scan2CAD is what you’re looking for.
I’m biased because I work at Scan2CAD. But using OCR on drawings is a very specialist requirement. Consider the difference between this and converting a text-only document.
Scan2CAD learns what should be converted using OCR (text) and what should be vectorized (the drawing) all within the same image. This is a very specialist feature and Scan2CAD is the best at it.

I should also mention that we recently release rastertovector.com which allows you to convert raster images to SVG or DXF online for free.
This is a useful service for converting simple illustrations, logos, and other similar types of images to vector.
However, it’s not suitable for CAD/CNC purposes. For that, you should stick with desktop software such as Scan2CAD.

Firstly it will need to be a Windows laptop. You can’t consider MacOS for your requirements. Solidworks is only supported on Windows.
Secondly, you say you need to run the software ‘side by side’. You’re never going to need to run these apps concurrently. That would be terrible. You will run one app, quit it and then run another.
