Assuming you are a developer or have a team of developers at your disposal…
You’ll need to find a library that supports DXF rendering/processing.
The most common is from the Open Design Alliance – they have support for native apps (macOS, Windows, Linux) and WebApps.
If you’re looking for an open-source alternative you could search GitHub for a DXF Viewer. For example ‘Simple DXF Viewer by Yangosoft’ . I have no idea if that’s any good. It’s just the first I found.
(Note: make sure you check the license permits what you require.)
Finally, you could write it yourself. It’s the free option and will ensure that you don’t have any license issues but it’s obviously going to take a long time. You can find Scan2CAD’s description of the DXF File Specification.

Scanning technology is quite established. There isn’t much innovation in the new models these days. So you don’t need anything special to do what you need.
My advice is to choose an established brand for scanners. e.g. HP, Cannon, etc.
And choose any of the models that has the features you described. You’re don’t need to worry about scan quality if you choose an established brand. The picture quality will be fine.
As for price… scanners are very cheap these days so there’s no need to break the bank.

The best online viewer is AutoDesk’s DXF/DWG Viewer
Yeah, you have to create an AutoDesk account but it’s free and it’s because you’re uploading your files. If you didn’t have an account you wouldn’t have access to them.

Well, the first thing to check is the recommending minimum requirements from Twinmotion and V-Ray
If your computer does meet those requirements, the next thing you should do is download free trials of the apps. Test them thoroughly before buying the software and before buying upgraded hardware.

OK good, so firstly you can convert TIF directly to the file you need. If there’s no reason that you need to create a PDF.
Secondly, Microstation supports DXF and DWG afaik. Therefore you can simply use a conversion app like Scan2CAD.

The only problem would be related to the amount of processing required to run 2 ‘processor-heavy’ apps at the same time.
So no, there’s no limitation. Just make sure you’ve got a good enough PC 😉

That’s exactly what Scan2CAD is for.

Anything can be achieved with development. You could hire developers to build such a solution but it’s not going to be fast or cheap.
