Yep you need the TXTEXP command. I’m 99.9% sure it’s in AutoCAD 2017.
Are you on Windows or macOS? There’a a chance that it’s missing on macOS.
And are you using the full version of the LT version?

IMHO – The most likely reason is that you’ve not allocated enough resources from the mac to the Bootcamp machine.
As I understand it, when using Bootcamp, you’re effectively splitting the Mac’s resources. If you do not allocate enough computing power you’ll have no chance of using computing-heavy software, like CAD software.
Can’t you just use AutoCAD directly on your mac?

Well, after going through multiple options on the listl
uninstalled my antivirus
updated my drivers
redownloaded my graphics card drivers
reinstalled autocad
tried various registry fixing tools
and all in vain, I almost gave up and then downloaded AutoCAD 2017 Service Pack 1; I think that might have done the trick will tell you more as I use it in the following days
Thanks Nick

eDrawings viewer is also another free option which looks like it’s something more elegant: http://www.edrawingsviewer.com/ed/download.htm
The eDrawings Viewer is intended primarily for people who do not use CAD software and thus do not need to publish eDrawings files themselves.
Download eDrawings Viewer software to view, print, and review all types of eDrawings files. In addition, eDrawings Viewer allows convenient viewing of supported AutoCAD® DWG and DXF files and native SolidWorks® parts, assemblies, and drawings.

I personally like MOOCs or online courses, I have been following a course that has been on Lynda lately for 500$, what’s more amazing is that I have found another version of the same course with the same instructor on YOUTUBE for FREE:
Don’t thank me, go ahead start learning 😉
Will finish in 5 more days soon ( Hope so)

I’d also recommend the @autodeskaec podcast… https://soundcloud.com/autodeskaec/
It can be a bit boring but it gives some great insights into the software development and how people use AutoCad. It’s inspiring to hear others stories.
